Apparently there&#8217;s no &#8220;safe access.&#8221; Strange how the police never seem to have this problem\u00a0when they\u00a0park up\u00a0practically next to the plants and set up\u00a0speed traps.\u00a0Unfortunately thanks to the storm drains\u00a0the Hogweed is now\u00a0spreading\u00a0downstream.
